The Furlough In to Service (FITS) Program, takes non-violent adults out of the Washington County Correctional Facility (WCCF) in large groups on the weekends only to do large scale projects such as flood control, brush and tree removal, park improvement, building construction/renovation, facility cleaning and painting, street cleaning and litter control, weeding projects, etc.
By the end of 2007, FITS gathered 201 agreements, from non-profit agencies, municipalities, boroughs, townships, and cities and has completed projects in 160 of these since 1997. FITS completed 35 projects in boroughs, townships, cities, and municipalities out of the 42 agreements held. They completed projects in 29 of 33 VFD’s, six of eight school districts, and 118 of 137 non-profit agencies for which we have agreements.
Since the beginning of FITS in December of 1997, there have been 1600 clients through the program with 179 of them coming through the program in 2007. FITS clients have contributed around 120,000 client hours of project involvement to the county since December of 1997.
Fifty-eight project sites were service by FOTS in 2007. Only 25 clients have been removed from the program out of 1,600 since 1997. The average length of a typical FITS project is two weekends (four days.)
Restrictive Intermediate Punishment Offender Day Partial Program
RIP/ODPP Program is a grant funded program that was created to help alleviate jail over-crowding with the State facilities. It is an “intensive drug counseling program” (through the SPHS CARE Center, located at 75 East Maiden Street, Washington PA 15301), that is in conjunction with the Washington County Probation Department.
The eligibility criteria to be placed in the RIP ODPP program are as follows: The offender must be a “drug addict” and be a “level three or level four” offender, they must have new charges, they may not be revoked to the program, they must also complete a Legal Screening and Clinical Screening, prior to sentencing.
RIP/ODPP offenders are usually sentenced to 23 months probation. They are initially required to attend counseling sessions from 09:00 am to 04:00 pm, Monday through Friday. The offenders must meet with the RIP probation officer at least one time per week. They are usually required to perform 100 hours of Community Service Work, 90 days G.P.S. Electronic Monitoring and the offender must attend at least 5 NA/AA meetings per week. Some offenders may be released to the program and may be sent directly to a rehab. Upon successful completion of rehab, the offender may be sent to a half-way or three-quarter-way house.
